Russia: According to UralVagonZavod’s Volchansky Mechanical Plant (VMZ), the 25 tf four-axle flatcar is designed to transport containers and, with special removable equipment installed, rails by public tracks.
Igor Perminov, the deputy chief engineer of VMZ, reported that in March, the prototype was inspected by a commission and underwent testing, including the installation and dismantling of special equipment, following the assembly that began in January.

The rolling stock is tested at the Ural Car-building design bureau in Nizhny Tagil, Russia. The tests encompass collision and brake performance, as well as compliance with service safety requirements. Upon successful completion of the tests, the flatcar will be certified.
