Russia: On 9 April, both parties made an official announcement of the deal, following a February preliminary agreement on the order valued at more than RUB 400 bln (USD 5.2 bln).
According to the contract, the TMH plant in Tver is to deliver 2,700 passenger coaches to the Federal Passenger Company (FPC, subsidiary of Russian Railways) over a five-year period (from 2026 to 2030). In 2026, the plant plans to produce and supply a total of 480 coaches.
The new fleet will comprise single- and double-deck coaches of different models. TMH states that the contract includes the delivery of 449 single-deck coaches of the loading gauge T alongside the development and production of the next-generation double-deck coaches.
The previous long-term contract between FPC and the Tver plant was in force in 2019–2025 and provided for the production of up to 3,700 coaches with a firm part for 2,600 units. Russian Railways has thus received the new articulated single-deck coaches of the new type Carriage-2019 (Series 45), the renewed double-deck coaches, and also the rolling stock of the loading gauge T, new for the segment of passenger transportation.
Anticipating the consecutive long-term contract, the TMH plant in Tver has been implementing a large investment project, launched in 2024 and intended for the development of its production capacities. The project has attracted a concessionary loan from VEB, Russia’s national economic development institution, on the basis of a cluster investment platform.
