Portuguese government approves purchase of up to 20 high-speed trains

Portugal: It was announced by Miguel Pinto Luz, Minister of Infrastructure and Housing, at the press conference following a meeting of the Council of Ministers.

A total of €584 mln will be reportedly allocated from the state budget to the framework procurement, including €45 mln intended for the development of maintenance facilities and component supplies.

The firm part of the order consists of 12 trains, each with an operational speed of 300 km/h and a capacity of 500 passengers. This will be the first time for Portugal to purchase rolling stock with a maximum speed exceeding 250 km/h.

The future fleet is due to enter service on the country’s premier HSR line Porto–Lisbon, spanning 290 km.  The construction of the first section, running for 71 km between Porto- Campanhã and Oiã, is expected to be completed in 2028.

It is worth noting that the first HSR section is being built by the LusoLav consortium with the participation of Mota-Engil, Portugal. This company often participates in concessions in partnership with CRRC. In particular, they are implementing the monorail line project in Mexico. Portugal is now considered an entry country for the Chinese manufacturer wanting to become present in the EU market of urban rail transport. Meanwhile, the high-speed rolling stock procurement is subject to the European Commission’s control in terms of foreign state support. Thus, CRRC lost its contract in Bulgaria in 2024.
