Recent deals and tenders in the passenger rolling stock markets.

Poland — Alstom will supply up to 72 partially double-deck EMUs for PKP Intercity. The contract with Poland’s national operator was signed following a tender in which Stadler attempted to challenge the outcome. The firm order covers 42 trains and their 30-year maintenance, valued at PLN 8.5 bln (around €2 bln) including taxes. The delivery will comprise six-car trains based on the Coradia Max platform.

Netherlands — Stadler will supply 36 regional and intercity EMUs to the country. The Swiss manufacturer has signed a framework agreement worth €400 mln with the national operator NS. The deliveries will include 18 four-car and 18 six-car FLIRT Flex trains, being the fourth generation of FLIRT trains. Entry into service is scheduled for 2030.

Ireland — CAF is contesting Stadler’s award in the tender to supply eight hybrid trains. The Spanish company, which finished second, has filed an appeal with the Irish High Court. Meanwhile, the national operator Irish Rail has lodged a motion, pointing out that CAF is included on the United Nations blacklist. The operator is also concerned about further delays in the contract’s implementation, which could result in the loss of EU co-funding. The current funding deadline is the end of 2029, while Stadler expects to complete deliveries only in 2031.

Russia — National operator Russian Railways (RZD) plans to acquire up to 500 passenger coaches in 2026. “This year we are planning to purchase 392 coaches for long-distance services, while next year we are considering a figure of up to 500 coaches”, RZD Deputy General Director Ivan Kolesnikov told Interfax. He also noted that, by the end of 2025, RZD, represented by the Federal Passenger Company, plans to sign a new contract with the TMH plant in Tver for the supply of coaches within three to five years. The previous seven-year agreement, covering the supply of up to 3,700 coaches, expired this year.

Indonesia — The President of of the country has approved funding for the purchase of 30 EMUs. A budget of IDR 5 trn ($344 mln) will be allocated for their acquisition. The rolling stock is scheduled to be delivered within a year for Greater Jakarta’s KRL commuter network. Currently, local manufacturer PT Inka is producing twelve-car CLI-225 (iE305) series trains for the KRL.
