Recent deals and tenders in the passenger rolling stock market.
Germany, Italy — Italian private operator Italo-NTV intends to acquire up to 52 high-speed trains from Siemens Mobility and Alstom. A framework contract for up to 40 Velaro trainsets has now been agreed with Siemens Mobility. The firm portion stands at 26 sets, with the first of these due to enter service in Germany in mid-2028. The total investment, including 30 years of maintenance and the establishment of associated infrastructure, is put at €3.6 bln. NTV-Italo has also announced the procurement of 12 next-generation Alstom high-speed trains for domestic services within Italy. Top speed is rated at 300 km/h, and the trains will be built at the Savigliano plant. The first delivery is scheduled for late 2027. The operator’s current fleet comprises 51 Alstom EMUs from the AGV and New Pendolino platforms.
Azerbaijan — National operator ADY plans to procure 20 passenger trains by 2030. According to head of passenger services Mr Azer Farajov, the procurement process has already begun. In recent years ADY has sourced its passenger rolling stock from Switzerland’s Stadler, taking delivery of FLIRTs and KISSes and variable-gauge coaches.

Hungary — National operator MÁV has relaunched its tender for up to 54 EMUs for the Budapest agglomeration. The base parameters are unchanged from the earlier round, which collapsed for lack of bids: the firm portion covers 18 trains, with the total contract value set at €841 mln. Entry into service of the first batch is now scheduled for 2030.
India — A BEML–Medha consortium has submitted a bid to supply 16 high-speed trains for the future Mumbai–Ahmedabad high-speed line. The Indian manufacturers have priced each eight-car trainset, including seven years of maintenance, at INR 2.5 bln ($26 mln). Medha’s share is put at 40%. BEML is to manufacture the carbodies and carry out final assembly, while Medha will supply the electrical equipment, bogies and traction control systems. BEML is currently building two high-speed train prototypes at a purpose-built complex.

USA — Alstom has delivered the first Multilevel III motor car to New Jersey state operator NJ Transit. A trailer car of the same type was handed over earlier in 2024. Up to 40 Multilevel III vehicles are due to be delivered by the end of this year, with entry into service after testing now expected in the second half of 2026 — a delay of more than three years. The 2018 contract with Bombardier Transportation (acquired by Alstom in 2021), supplemented by subsequent options, covers a total of 374 cars, including 112 motor cars, 100 cab cars and 12 ALP-45 dual-mode locomotives. These will be formed into EMU and push-pull consists.

Germany — Alstom has, for the sixth time, postponed delivery of 34 partial double-deck Coradia Max trains to Germany. According to the French manufacturer, deliveries will now begin in the second half of 2026 and conclude in the first half of 2027, 2.5 years later than the contractual schedule. Alstom has attributed the delays to component supply chain disruption and certification difficulties. Lower Saxony’s state transport authority LNVG is currently considering legal action against the manufacturer.
